I made this in Photoshop Elements 13
The directions will be based on Paint Shop Pro X5. Any version should work.
I do it this way as most people use PSP rather than PSE.

.:.SUPPLIES USED.:.
-drop shadow (DS)
-Xero Radiance
-Gradients (mine) HERE and HERE
-Sunflower Font HERE
(font may not be free)
-Mask 117 by Mizteeque HERE

.:.LET'S BEGIN.:.
1.  Open the Cluster Frame ~ shift D to duplicate it ~ close original ~ remove credits ~ expand canvas to your liking

2. Selection tool ~ rectangle ~ select the shape of the square on the right

2b. Create new layer ~ name it Gradient 2 ~ flood fill with SunflowerFall2 with these settings ~ deselect

2c. Tube ~ place above gradient 2 layer ~ set to overlay ~ duplicate ~ image ~ grayscale ~ set to screen

3a. Selection tool ~ freehand selection ~ select the moon shape on the left

3b. Create new layer ~ name it Gradient 2b ~ flood fill with SunflowerFall2 with the same settings as 2b ~ deselect

3c. Place tube above gradient 2b layer ~ invert ~ set to overlay ~ duplicate ~ image ~ grayscale ~ set to screen

4. Element 5 ~ resize 38% ~ place in center

5. Element 42 ~ resize 36% ~ place left of element 5 ~ duplicate ~ mirror ~ place on right side of element 5

6a. Element 41 ~ resize 36% ~ place behind & left of element 42 ~ duplicate ~ place on left behind CF

6b. Duplicate element 41 ~ mirror ~ place behind & right of element 42 (a little upwards) ~ duplicate ~ place on right behind CF

7. Element 12 ~ resize 55% ~ duplicate ~ place both layers behind the CF ~ rotate 1st one 45 degrees ~ place towards the top ~ rotate the 2nd 90 degrees ~ place on the right ~ duplicate ~ mirror ~ place it on the left

8. Element 3 ~ resize it 90% ~ duplicate 2x ~ place all 3 layers behind element 12 ~ 1st is lower left ~ 2nd on the upper right ~ mirror the 3rd ~ upper left side

9. Element 9 ~ mirror ~ resize 68% ~ place behind element 3 ~ left side

10a. Tube (part 2) ~ resize to your liking (if need be) ~ mirror position in the middle ~ duplicate 2x ~ hide original tube layer ~ drop shadow on 1st duplicate ~ xero radiance on 2nd duplicate

11. Open mask ~ place mask ~ create new layer ~ flood fill SunflowerFall (the 1st one) with same settings as above ~ layers ~ new mask layer ~ from image ~ choose the mask by mizteeque (or your choice of mask) ~ delete middle layer ~ duplicate 3x ~ arrange each layer around the back of the tag

12. Add extras to make the tag your own

13. Add name & copyright
