I made this in Photoshop Elements 13
The directions will be based on Paint Shop Pro X5. Any version should work.
I do it this way as most people use PSP rather than PSE.

 .:.SUPPLIES USED.:.
-drop shadow (DS)
-Xero Radiance
-Xero Fritillary
-Gradient (mine) HERE
-Spring Snowstorm Font HERE

 .:.LET'S BEGIN.:.
1.  Open the Cluster Frame
~ shift D to duplicate it ~ close original ~ remove credits ~ expand canvas to your liking

2. Open Element 41 ~ paste onto tag ~ place behind CF ~ position it upper left ~ apply drop shadow

3. Create new layer ~ name it gradient ~ apply my BreezyGreen Gradient with these settings

4. Resize the gradient to 364x364 ~ place behind element 41 ~ apply Xero Fritillary with these settings



5. Open Element 44 ~ place it behind the gradient layer ~ apply drop shadow

6. Open mask (3) ~ place in upper left ~ duplicate ~ move down to bottom left ~ duplicate again ~ mirror ~ move to upper right ~ duplicate again ~ move to the bottom right

7a. Open tube ~ place on the tag ~ position behind the CF ~ duplicate it & hide the original tube ~ crop off the excess

7b. Duplicate the cropped tube 2x ~ hide your original cropped tube

7c. 1st cropped tube: apply drop shadow

7d. 2nd cropped tube: apply Xero Radiance ~ duplicate ~ move duplicate above CF ~ crop off excess (goal is to have the tube popping out of the CF)

8. Add extras to make the tag your own

9. Add name & copyright
